Entebbe Express Highway

EXECUTIVE SUMMARY

The Kampala-Entebbe Expressway is part of the measures to decongest the Central Business District and enhance trade movement through, within and out of the Greater Kampala Metropolitan Area, The urban congestion is increasing in Kampala at an estimated rate of 4.5% annually with increased motorization thus Kampala is facing heavy traffic jams, especially during the peak hours and the road can no longer accommodate current traffic.  The proposed New Kampala – Entebbe Highway is consistent with the recommendations and objectives of the Master Plan of the Greater Kampala Metropolitan Area by providing an efficient mass transit route between two vital cities in the region. This project forms a crucial part of Government’s overall strategy for decongesting Kampala through construction of an inner beltway comprising the Kampala Northern and Southern Bypasses as well as an outer beltway along the edges of the Great Kampala Metropolitan Area.

 

 

The Contract for the Design and Build of the project was awarded to China Communication Construction of China (as the Contractor) by the Ugandan National Roads Authority (the Employer) with the date of signing of a conditional contract agreement on 26 October 2010 and agreed changes are executed through Addendum No.1 signed on June 4, 2012. The Consultancy Contract for the Supervision of the Design and Construction of the project was awarded to Beijing Expressway Supervision Co., Ltd (as the Engineer) and the agreement for the Consultancy Service was signed on May 2, 2012. The contract period is 48 months of Construction Supervision Period plus 24 month of defect liability period. The Engineer’s notice to commence the works was May 17, 2012 and finally modified to commence as July 25, 2012 upon the request of the Engineer and the Meeting held on July 3, 2012.

Scope of the Work

The route is categorized in two parts as Kampala – Entebbe Highway (36.94km) and Kajjansi Interchange – Munyonyo Highway (12.62km). The Kampala – Entebbe route consists of 18 overpass bridges, 16 underpass bridges, 4 major bridge and three interchanges located at Busega, Kajjansi and Abayita Ababari. The first 24.9km is along a new route (toll expressway) while the remaining 12.04km is along the existing Kampala – Entebbe route 7.4km to be widened and 4.64km to be upgraded with additional pavement.

 

The second part of the project, Kajjansi Interchange – Munyonyo Highway consists of one interchange at Lweza with one overpass bridge, one underpass bridge and one major swampy crossing bridge. It consists of 1.26km newly built section with access control and the remaining 11.36 without access control which will end at existing Y-junction route of Lake Victoria, Salama and Munyonyo with a new roundabout.

 

The entire highway will be a four-lane, dual carriage expressway, with limited access to be established at Abayita Ababiri, Busega, Kajjansi and the intersection of the existing Entebbe Road with the Kajjansi Interchange – Munyonyo. It is planned to access the expressway at three Toll Gates.

CONTRUCTION OF BRIDGE STRUCTURES, BOX CULVERTS AND FERRY LANDING SITES

The Government of Uganda (GoU) in line with its transport sector policy of eventual eradication of poverty  and enhance the economic integration of the country has allocated funds in its national budget for the reconstruction of Bridge Structures, Box Culverts and  Ferry Landings along the Atiak-Moyo –Afoji Road.  This is the first phase for the upgrade of the road to tarmac.

Consequent to this, the Uganda National Roads Authority (UNRA) on behalf of the Government of Uganda awarded the contract for the construction of the Bridge Structures, Box Culverts and Ferry Landing Sites along Atiak-Moyo-Afoji Road to Spencon Services Ltd. with a commencement date of 31st December, 2010.

Prome Consultants Ltd in association with Comptran Engineering & Planning Associates were awarded the contract for supervision Consulting Services. The consultants commenced works on the 12th January, 2011.

The contract value is UGX 15,950,764,627 with a contract period of twelve (12) months plus a Defects Liability Period of six (6) months.

Project Description

The project comprises the construction of two (2) three span bridges and approaches, six (6) multiple cell box culverts and two ferry landing sites at the banks of River Nile at Umi and Laropi.

They are located on the Atiak-Moyo-Afoji road which is gravel surfaced traversing rolling to hilly terrain through the Districts of Amuru, Ajuman and Moyo. There is a ferry crossing at Laropi and Umi at about 66km from Ataik.

The bridges consist of composite deck of reinforced concrete slab supported on steel plate grider 1-sections. The piers and bridge abutments, box culverts are reinforced concrete.

The actual physical works commenced and are expected to be completed in 2012.

Soroti – Dokolo-Lira road was completed and handed over to UNRA in 2010.  This is one of the best performing projects in the last two years and was completed months ahead of schedule.

Matugga – Semuto – Kapeeka (41km)

Matugga – Semuto – Kapeeka (41km):

The tarmacking of Matugga-Semuto-Kapeeka road (41km) was completed in March 2011. The road starts at Matugga on the Kampala-Luwero-Gulu road about 18km from Kampala City centre. The road passes through Semuto town and ends at the roundabout in Kapeeka town.

Masaka-Mbarara road (154.2km)

The rehabilitation of Masaka-Mbarara road (154.2km) started in 2008 and the construction is complete. The whole road is now ready for handover though the completed 90km was handed over in November 2011. The Project concerns the rehabilitation of the important section of the Northern Corridor Route (NCR) which is the main transport link between the port of Mombasa in Kenya and the landlocked countries of Uganda, Rwanda and Burundi and eastern region of Congo. The project covers the entire stretch between Masaka and Mbarara with reconstruction and improvements over a total of 154.2km.

The overall objective of the project was to improve international and domestic trade and promote regional and sub-regional integration, while the purpose is to provide a safe and sustainable road network thereby reducing transport costs. As to the domestic economy the route serves the highly productive rural South-West. A wider road with paved shoulders, climbing lanes and corrected alignments will improve the traffic safety; reduce travel time and vehicle operating costs.

PROJECT BACKGROUND

The Feasibility and Detail Design Studies on strengthening and improvement of the Masaka – Mbarara and Masaka - Kyotera was carried out by GIBB Ltd. Between 1999 and 2004. The Roughton International provided a second opinion on pavement design on 2002. TRL provided an independent review of GIBB’s pavement design in 2003. Hydratec Consortium in 2006 did the revision of the project and adopted the General specifications for Road & Bridge Works (Jan 05)

PROJECT DESCRIPTION

The road project consists of two parts namely: 

v  Masaka – Mbarara road (148.7km)

v  Masaka – Kyotera road (5.5km)

Masaka – Mbarara road is part of the NCR and is the country’s most important road both nationally and internationally. The project starting is at km 120+200 about 2.5km before Masaka town and the end of the project is at Km 268+900 approximately 7Km after Mbarara town. The project route crosses permanent swamps, as well as areas which are liable to seasonal inundation. The existing road is typically about 1 meter above the water level in the dry season, and in many swamps the pavement is susceptible to the effect of water. The general terrain classification is flat from Masaka to Mbarara with a few sections classified as rolling.

The redesigned road is class A1 bitumen.

The Masaka – Kyotera road starts 2.05 Km from the center of Masaka town. The Project road covers the first 5.5 Km of Masaka – Kyotera road.

This section of the Road crosses permanent swamps and has a few areas which are subjected to seasonal floods. This road from Km 2+050 to Km 7+550 is generally rolling to hilly.

The redesigned road is class II bitumen road.
